How personal care agencies are assessed
Candidates are drawn from agencies providing in-home personal care and supportive care in the city and surrounding county. Each is checked for state licensing or Medicaid certification, a named address and direct phone line, and a disclosed list of the care services actually offered, such as dementia, Parkinson's or veterans care, rather than a generic home care claim.

Public review history is read for recurring themes rather than star averages, and complaint records held by the state health department and the Better Business Bureau are reviewed for the preceding 36 months.
