Methodology
The same four stages are applied to every city and every category.
1. Candidate set
For each city and business type, the candidate set is every business of that type with a verifiable operating presence in the city. Sources are state licensing registers, local permit and inspection filings, state bar and board membership records, and business registration records.
Businesses without a verifiable local presence are excluded, including national call-centre operations that subcontract locally.
2. Hard-record screen
Candidates must hold an active licence where the trade or profession requires one, carry current general liability cover and, where staff are employed, workers' compensation cover.
Any open disciplinary matter, unresolved regulatory action or pattern of substantiated complaints in the preceding 36 months removes a candidate at this stage.
3. Service record
Surviving candidates are assessed on their public service record. Review histories are read for recurring themes rather than reduced to a star average, because a high average across few reviews carries less information than a consistent theme across many.
The themes that carry the most weight are repeat callbacks for the same fault, discrepancies between quoted and billed amounts, warranty and guarantee honouring, responsiveness, and how a business handles a complaint once it has gone wrong.
4. Selection and publication
One winner is named per city and category. The reasoning is published on the award page.
Where two candidates are close, the tiebreak is the quality of the complaint-handling record, not size, spend or tenure.
Conflicts of interest
No winner has paid, and no winner has been offered anything of value in exchange for the award. Where a commercial relationship of any kind exists with a candidate, that candidate is excluded from consideration.
Review cycle
The register is rebuilt annually. An award applies to its stated year only and does not roll forward.
Entries can be withdrawn mid-year if the licensing or complaint position changes materially.
